The Federal Communications Commission (FCC) intends to award a sole source purchase order to Wolters Kluwer / CCH Incorporated for the subscription VitalLaw software, which includes Administrative Law Treatise, Antitrust Principals, Federal Telecommunications Law, Goldstein Copyright, and Civil False Claims and Qui Tam Actions. This software will be used by the Office of General Counsel (OGC) to access essential guidance needed to plan and present effective cases. Wolters Kluwer / CCH Incorporated is the sole provider of the VitalLaw software. The period of performance for the proposed contract action is a base period (01/01/2025 – 12/31/2025) plus four (4) twelve-month option periods. Pursuant to FAR 13.106-1(b)(1)(i), soliciting from a single source, the contracting officer has determined that the circumstances of the contract action deem only one source reasonably available. This is a notice of the intent to award a sole source contract action. It is published for informational purposes only and is NOT a request for proposal or quote. Any challenges to this requirement must be in writing and shall include sufficient information to enable the government’s needs as stated herein. No responses to this special notice are anticipated.
