Qualtrics provides access to an on-line system service (e.g., software-as-a-service or platform-as-a-service) that Commission staff will be able to use to develop and design online data collection forms and interfaces. This is to support B/O's that are required by the Commission to conduct/implement data collections especially as they relate to updating Report and Orders. The system/technology would allow staff to build survey instruments themselves without code and with minimal support required from IT staff or contractors.
