Notice Number: 273FCC23TD001 Agency: Federal Communications Commission (FCC) Office: Office of Economics and Analytics (OEA) Requirement: WIRELESS BROADBAND NETWORK ENGINEERING AND CONSULTING SUPPORT Location: Primarily at the contractor site with potential for some work at FCC facilities in the Washington, DC area NAICS: 541330 – Engineering Services, with a small business size standard of $22.5 million The purpose of this Sources Sought notice is to accomplish market research pursuant to Federal Acquisition Regulation (FAR) Part 10; and identify interested and qualified companies capable of performing the functions described herein. This notice is issued solely for information and planning purposes; and does not constitute a Request for Quotation (RFQ) or a commitment on the part of the government to issue a solicitation for the below-described services in the future. Respondents are advised that the government will not pay for information submitted in response to this Sources Sought, nor will it compensate respondents for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this Sources Sought will not preclude a vendor from participating in any potential future solicitation. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent acquisition. The Government's evaluation of information collected via this Sources Sought will factor into whether any forthcoming solicitation will be conducted as a full and open unrestricted competition or a set-aside for small businesses or any particular small business designation (e.g., HUBZone, SDVOSB, WOSB, VOSB, SDB, 8(a), etc.). Type of Contract: The Government is considering issuance of a contract using the procedures of FAR 13.5. The contract would potentially consist of both Firm Fixed Price (FFP) and Time and Materials/Labor Hour types. Period of Performance: The planned contract duration is for a one-year base period plus two (2) one-year optional periods. Instructions for submission of responses: Written responses should address the following areas: Company Information: Please provide the following information about your organization: Company Name; UEI; CAGE code; List of any active/available Federal contracts the company holds; Small Business designation (e.g., 8a, WOSB, SDVOSB, etc.) under NAICS 541330; Company size in terms of employees and annual revenue; and Point of Contact Name, email, and phone. Capabilities Package: See attached Summary of Requirements. Provide a capabilities statement that explicitly documents demonstrated experience in providing the capabilities and support described in the Summary of Requirements in Attachment 1. As part of the capability statement, please include: Description of relevant company technical and analytical capabilities, and how these capabilities would be applied to the stated requirements One or more recent examples (last two years) of providing this type of support to other customers. In addition to the project description, submission of any outputs or reports from the project (appropriately redacted) that would further demonstrate the company’s expertise and experience relative to these requirements is strongly encouraged Position descriptions for the types of personnel the company currently employs and has deployed on projects of this type (e.g., a sampling of labor categories and general description of their experience and expertise in areas relevant to the stated requirements) Submissions should utilize Microsoft Office formats and shall be searchable.
