Amendment 01 - Provides Questions and Answers. Quote due date is extended from March 10, 2023 to March 14, 2023 / 4pm Eastern. This is a firm-fixed-price Request for Quotation (RFQ) for FCC Speed Test Mobile Application. This combined synopsis/solicitation is prepared in accordance with FAR Part 12 in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed in FAR Subpart 13.5. The simplified acquisition procedure threshold is $7.5M as applicable to FAR Part 13. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2023-01. This Best Value procurement is unrestricted, full and open. The NAICS Code is 513210 – Mobile Applications Development, with a small business size standard of $47 million. All prospective contractors must be registered in the System for Award Management (SAM) at www.sam.gov prior to submission of quotations. If you want to apply for federal awards as a prime awardee, you will need a registration in the System of Award Management (SAM). Following is the link to walk you thru the steps: https://sam.gov/content/entity-registration. Lack of SAM registration prior to submission of quotations will make a contractor ineligible for award. The Government requests quotes for the services listed on Attachment 2 – FCC Speed Test App Pricing Sheet (See Attachment 1 - Performance Work Statement for more details). Reference Attachment 2 – FCC Speed Test App Pricing Sheet, please include pricing for Base year and four (4) option years, see tabs (Instructions, Total Proposed Price, identify CLINs and Tasks) listed on Spreadsheet. For non-incumbent: performance or billing on CLIN 0002 – Technical Management (PWS Task 3) and Operation, Maintenance & Support (PWS Task 4) will not start until CLIN 0001 - Master Plan (PWS Task 1) and Application Development & Deployment (PWS Task 2) are completed. The Period of Performance includes a one-year base period, four (4) one-year optional periods and FAR 52.217-8 extension of services clause option period.
