Update 08/17/2020: Answers to questions received in response to the RFP are provided. The proposal due date is NOT extended. ------------------------------------------------- This is a combined synopsis/solicitation for Economic Advisory Services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The Office of Economics and Analytics is responsible for expanding and deepening the use of economic analysis into Commission policy making, for enhancing the development and use of auctions, and for implementing consistent and effective agency-wide data practices and policies. OEA achieves those goals by (a) providing economic analysis, including cost-benefit analysis, for rulemakings, transactions, adjudications, and other Commission actions; (b) managing FCC auctions in support of and in coordination with FCC Bureaus and Offices; (c) developing policies and strategies, in coordination with FCC Bureaus and Offices, to help manage FCC data resources and establishing best practices for data use throughout the FCC; and (d) conducting long-term research on ways to improve the Commission's policies and processes in each of these areas. The expertise provided by the senior economic advisor (aka Chief Economist) will support OEA’s efforts to expand and deepen the use of economic analysis into Commission policy making and supporting other OEA activities. This announcement constitutes the solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation (273FCC20R0011) is being issued as a Request for Proposal. This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). All responsible sources may submit a proposal.
