The NANPA provides administrative services to operate the North American Numbering Plan (NANP), a unified telephone numbering plan of which 20 countries are members, including the U.S. The PA administers and operates the thousands-block telephone number pooling program for the U.S. Thousands-block number pooling is a resource optimization strategy that enables telephone service providers to receive telephone numbers in blocks of 1,000, rather than 10,000, thereby promoting a more efficient and effective use of numbering resources. The PA also functions as the Routing Number Administrator, responsible for administering non-dialable pseudo-Automatic Number Identification (p-ANI) numbers. The RNDA program is a new program that will establish a single, comprehensive database with information reported by telephone service providers on whether telephone numbers have been reassigned. Callers will use the Reassigned Numbers Database to identify reassigned numbers for which they no longer have consent to call, as required by the Telephone Consumer Protection Act.
