SOURCES SOUGHT ANNOUNCEMENT. The Federal Communications Commission, Office of Managing Director, Enterprise Acquisition Center is issuing this sources sought notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for commercial equipment, software, and services. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 334220 – Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing; Product Service Code 5810 Communications Security Equipment and Components. The Government is contemplating soliciting to and negotiating with only one source under the authority of 41 USC §3304(a)(1) as implemented by Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This BRAND NAME requirement is for Mastodon Design, LLC developed and manufactured equipment which will allow the FCC to expand its Direction Finding capabilities by adding Beast+ standard ground kits, dismount DF Antenna and MPU5 radios. The combination of these transceivers will augment spectrum monitoring and direction-finding capabilities needed to support the Commission’s public safety and homeland security missions. This requirement consist of two fully functional Beast+ standard ground kit w/dismount DF antennas, MPU5 Radio (accessories/cables) with two option years to purchase additional equipment, training, operational software and support services. The Beast+ contains 3 receive (Rx) channels to provide targeting and direction finding of near-peer and frequency-hopping signals. Each channel supports simultaneous receive from 500KHz to 6GHz and 80 MHz instantaneous bandwidth. The Beast+ is also compatible with Kraken Standard Ground Kits and peripherals, already in the Commission’s inventory, to accommodate mission tasks. This request for capability information does not constitute a request for bids, proposals, or quotes; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred. Based on the responses to this SSN/market research, this requirement may be set-aside for small businesses, including any concern thereunder, or procured through full and open competition. However, a determination not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
