The Executive Office of the President intends to award a Firm-Fixed-Price Purchase Order on a sole source basis in accordance with 41 U.S.C. 3304 (a)(1), when non-competitive procedures may be used, as implemented by FAR 6.302-1(b)(1)(i), unique supplies or services available from only one source or only one supplier with unique capabilities. The objective of this requirement is to procure online access to the U.S. Serial Set (Inclusive of predecessor American State Papers) Spanning 1789-2020 with Senate Executive Documents & Reports. This is not a request for competitive proposals and no solicitation is available. However, all responsible sources may submit a capability statement, which the government will consider. The response must be in writing with clear and convincing evidence to support the respondent’s ability to provide timely and effective services that would be advantageous to the government. A determination by the government not to compete this action based on responses received is solely within the discretion of the government. The government will not be responsible for any costs incurred by responding to this notice. This is not a request for quotes. The Contracting Officer is Mashonda Walston. A solicitation will not be posted. Capability submissions are due by September 14, 2020, at 11:00 am Eastern Daylight Time, via email ONLY at solicitations@oa.eop.gov.
