UNITED STATES ENVIRONMENTAL PROTECTION AGENCY OFFICE OF RESEARCH AND DEVELOPMENT Office of Research and Development 1200 Pennsylvania Avenue, NW Washington, DC 20460 Notice of Intent to Award Sole Source with the National Academy of Sciences (NAS) Professional Services to Ensure Credible Science for Science-Based Decision-Making at EPA The Government hereby submits a notice of intent for an anticipated ID/IQ Cost (non-profit no fee) contract with the National Academy of Sciences (NAS) for 5 years with the purposes of: (1) assessing and validating scientific and engineering excellence in the US. Environmental Protection Agency‘s (EPA) mission and programs; (2) informing the Agency of relevant scientific and technical data and related views of experts about its research and science activities; (3) applying the judgments of science and engineering to public policy; and (4) otherwise contributing to the vitality and productivity of the Agency's scientific enterprise. EPA requires the services of an expert, highly prestigious and objective organization to provide independent advice and review of the high priority, cross-Agency science issues that comprise the EPA Science Agenda. NAS is the only known source that can provide this broad range of scientific expertise at a level of objectivity and public acceptability that is critical to meet the EPAs needs under this procurement. The National Academy of Sciences is a private, non-profit society of distinguished scholars. Established by an Act of Congress, signed by President Abraham Lincoln in 1863. The National Academy of Sciences charter commits the Academy to provide scientific advice to the government "whenever called upon" by any government department. The Academy receives no earnings from the government for its services; http://www.nasonline.org/about-nas/mission/ Objectivity and unbiased judgment are imperative because of the intense interest and scrutiny of the Agency's policies and decisions by the public, Congress, the regulated and environmental communities and other stakeholders. The National Academies members are without Peers in their field, with unquestioned objectivity and independence. As the preeminent scientific organization in the nation, the NAS has the unique ability to assemble the nation's most highly distinguished scholars and scientists to serve on boards and committees to address national environmental problems requiring scientific input that are of high priority and often of urgent need covering the full range of scientific and technical disciplines. In addition, given the recognized impartiality and unparalleled objectivity of NAS, which manufactures no product, enjoys no executive or regulatory authority, wields no power of decision over the scientific establishment, and is not profit driven, the credibility of its resulting reports is beyond reproach. This sole source contracting action is pursuing a limited source justification and approval, pursuant to FAR 6.302-1 Only One Responsible Source, 41 U.S. Code 3304(a)(1) Use of noncompetitive procedures and the intent to award constitutes a synopsis for this requirement. The total estimated value is $15,000,000.00. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive and would not hinder the mission objective of this requirement. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
