The U.S. Environmental Protection Agency (EPA) is issuing this Request for Information (RFI) for the purposes of market research to gather industry input about the Agency’s requirement, contractor capabilities, and best practices regarding building a Trace Atmospheric Gas Analyzer (TAGA) mobile air monitoring laboratory to function as a laboratory platform for advance analytical instrumentation including a high-resolution chemical ionization – time of flight mass spectrometer (CI-TOF), a triple quadrupole mass spectrometer (MS/MS), a gas chromatograph/mass spectrometer (GC/MS), and a cavity ringdown spectrometer (CRDS), as well as other ancillary components, during real-time stationary and mobile air monitoring operations of air pollutants, hazardous air compounds, and PFAS substances. The mobile laboratory will primarily be used to conduct air monitoring for the Superfund Removal and Remedial Programs, Emergency Response and Homeland Security activities throughout the country to meet OLEM’s programmatic needs. The TAGA mobile air monitoring laboratory will be stationed at the US Environmental Protection Agency’s (US EPA) facility in Research Triangle Park (RTP), NC. The procurement, construction, and upfitting will be undertaken at the vendor’s facility. Subsequently, the TAGA mobile laboratory will be transported to the US EPA facility in RTP, NC for the advanced analytical instrumentation installation and laboratory commissioning.
