Pursuant to the authority granted by 41 U.S.C.253(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements as implemented by FAR 6.302-1, the U.S. Environmental Protection Agency (EPA), Office of Superfund Remediation and Technology Innovation (OSRTI) increase the capacity (i.e., ceiling) of EPA’s Indefinite Quantity Indefinite Delivery (IDIQ) contract, 68HERH20D0001, with Environmental Management Support, Inc. (EMS). This increase is necessary to allow planning, management and oversight of the program support to OSRTI (with a variety of activities and deliverables critical to the mission of the OSRTI programs, including under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Superfund Amendments and Reauthorization Act (SARA) and the Resource Conservation and Recovery Act (RCRA) and amendments; and other legislation and Agency directives related to the characterization, remediation, and monitoring of solid and hazardous wastes) currently performed under EP-W-13-016, which expires March 2, 2024, to continue as the Agency completes the competitive follow-on Office of Land and Emergency Management (OLEM) consolidated mission support recompete that will result in multiple awards, with competitive order solicitations thereunder to immediately follow.
