RFQ Title: Statistical Evaluation of Antimicrobial Test Methods and Related Data Amendment 0001 - The purpose of this modification is to extend the due date for the submission of proposals to 10:00 a.m. ET, Thursday, 17 September 2020. The EPA intends to issue a sole source requirement to contract with Montana State University for a new three-year (One-Year Base Year + 2 One-Year Option Periods) to develop, improve and standardize regulatory test procedures for assessing the efficacy of antimicrobial products, and to work with stakeholders to address technical concerns with the methods if they arise. The use of proven, peer-reviewed statistical models and contemporary statistical theories to analyze and interpret antimicrobial product performance and method performance data is critical to this effort. The Sole Source Justification has been attached to the solicitation (Attachment 2) as required by the FAR (See 5.102(a)(6)). All responsible sources may submit a quotation, which shall be considered by the agency. Offerors must address all aspects of the Government's requirement as set forth in this RFQ including the technical evaluation criteria (Attachment 3). The EPA intends to award a fixed-price purchase order for statistical evaluation of antimicrobial test methods and related data, in accordance with attached Statement of Work. Upon the purchase order being awarded, the period of performance will be for a One-Year Base Period (line item 0001), plus two (2) One-Year Option Periods (line items 0002 and 0003 for Option Year 1, and Option Year 2). The North American Industry Classification System (NAICS) code for this RFQ is 325320, Pesticide and Other Agricultural Chemical Manufacturing. The Product and Service Code is 6840, Pest Control Agents and Disinfectants. Both large and small business offerors are eligible to submit quotes. Questions concerning this RFQ must be submitted by 10:00 AM ET Wednesday, August 12, 2020 via FedConnect and should not be sent to the Contracting Officer Representative. Questions submitted after this due date may not be answered. Quotes received after the RFQ responses due date and time will not be accepted. All quotes must be submitted through FedConnect. The RFQ response due date and time is 10:00 AM ET Wednesday, September 02, 2020. The Government intends to issue a single purchase order based on the lowest price technically acceptable quote as defined in FAR 15, Subpart 15.101-2. The Government will award to the lowest evaluated cost or price, technically acceptable, responsible offeror whose offer meets the minimum needs of the Government in accordance with the attached Statement of Work. Technical acceptability is defined in the Technical Evaluation Criteria document (Attachment 3).
