This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04/02-27-2020. The following Request for Quotes (RFQ) is in reference to 68HERH20Q0076. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ is soliciting quotes for the purchase of systematic literature review software licenses for Office of Research and Development¿s (ORD) and Office of Chemical Safety and Pollution Prevention (OCSPP) systematic literature reviews. The North American Industry Classification System (NAICS) code for this RFQ is 334614. This RFQ includes line item 0001 to purchase a systematic literature review software license. All applicable provisions and clauses are included in the attached solicitation. The EPA anticipates awarding a purchase order to a contractor will be based on the lowest price technically acceptable (LPTA). The lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The acceptability standards are listed in Table 1 of the ¿Requirements Document for Web-based Systematic Literature Review Software¿ document attached to this RFQ . This solicitation will remain open until 11:59 AM ET, Wednesday, April 8, 2020. Quotes received after the RFQ responses due date and time will not be accepted. All quotes shall be submitted via FedConnect. All offerors must be registered with FedConnect in order to submit quotes.
