Notice of Intent to Sole Source for Elsevier Reaxys® Online Services This is a Notice of Intent to award a sole source a firm-fixed-price (FFP) purchase order for Elsevier Reaxys® Online Services. The U.S. Environmental Protection Agency (EPA), Office of Acquisition Solutions (OAS) in Washington, D.C. intends to award a sole source purchase order to Relx, Inc. under the authority of Federal Acquisition Regulation (FAR) FAR 13.106-1(b) Only one source reasonably available. No solicitation or request for quotation (RFQ) is available for this procurement. It has been determined that Relx, Inc. is uniquely qualified to satisfy the Government¿s requirements. The EPA Office of Pollution Prevention and Toxics (OPPT) chemists use Reaxys® as a primary scientific reference for reviewing Toxic Substances Control Act (TSCA) new and existing chemicals. Reaxys® is the only source for access for current Beilstein chemistry data, the largest database in the field of organic chemistry. The anticipated period of performance is 05/01/2019 to 04/30/2024 (inclusive of option periods). Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a capability statement, which if received by the response date and time will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the government. Telephone inquiries will not be accepted or responded to. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the government. All cost associated with responding to this notice will be solely at the responding party¿s expense as no reimbursement for any cost connected with providing capability information will be provided.
