Environmental Protection Agency (EPA) Notice of Intent to Sole Source Amendment 1 NAICS Code: 541513 – Computer Facilities Management Services. The US Environmental Protection Agency (EPA) has a requirement for a bridge contract to continue services currently being performed under contract, HHSN316201200177W/Order 140D0420F0309, with Tantus Technologies, Inc. The subject order will expire on 7/26/2023. The contract for follow-on services has been protested and service cannot begin until the protest has been resolved. The services under this contract are critical and cannot lapse and therefore, the EPA intends to negotiate on a sole source basis with Tantus Technologies, Inc. located at 1735 N Lynn Street, Ste 650, Arlington, Virginia 20922-2013. A bridge contract will be awarded up to six months until the period of performance can begin on a follow-on contract. During this extension period Tantus Technologies, Inc. will continue to provide essential services for the agency in accordance with the current task order. The current task order provides the agency with critical operations and maintenance services for environmental IT systems. Tantus Technologies Inc. has staff with the experience to successfully operate and maintain the IT systems. Tantus Technologies Inc. is best suited for this bridge contract as they have the necessary infrastructure and personnel already in place, fully functioning, and doing so will guarantee no lapse in a critical service until a replacement contract can begin. Tanus Technologies Inc. has provided this service for the past three years. Considering the short period of performance contemplated for this bridge contract, the Government believes, that no other contractor could transition this workload from Tantus Technologies Inc. and efficiently continue performance without potential reduced services, increased costs, and unnecessary risks to the Government. This bridge vehicle is not an attempt by the Government to limit competition to the incumbent contractor but to ensure that there is no adverse impact to the Agency until a follow-on contract can begin. In accordance with FAR Part 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Agency. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. The intent of this notice is to state the Government’s intention to award a bridge contract to Tantus Technologies Inc. and to determine if any other source(s) exist; and, therefore, no solicitation is available. All interested parties who believe they can provide the required service should fully explain their capabilities and qualifications in writing and must submit itemized pricing that is sufficient to decide that competition is feasible. All vendor responses will be considered. Responses to this notice should be submitted to the Contracting Officer, Nicole Hairston at Hairston.Nicole@epa.gov within 15 days from the date of this notice.
