The purpose of this sources sought notice is to determine the potential to set-aside this requirement for small business firms. The NAICS code for this acquisition is 541519 – Other Computer Related Services – size standard $30M. Responses to this sources sought notice shall not constitute responses to a solicitation. As stipulated in FAR 15.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation currently exists therefore requests for a copy of the solicitation should not be made. The decision to solicit for this requirement shall be solely at the Government's discretion. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted by any responders in response to this notice. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the acquisition. DESCRIPTION The U.S Environmental Protection Agency (EPA), has a requirement to perform system hosting, software enhancements, operations, maintenance, new system development, process improvement activities, and user support for information systems managed by the Office of Air Quality Planning and Standards (OAQPS). It is the Government’s intent to award one hybrid Fixed Price/Time & Materials order with an anticipated base plus four year period of performance (5 years total). CAPABILITY STATEMENT: Interested parties who believe they are capable of meeting the requirements shall submit a written capability statement. The capability statement will be evaluated solely for the purpose of determining if the small business community is capable of performing the services of this requirement. In response to this notice, the Government will review the relevant qualifications of interested parties as it relates to their technical ability to satisfy this requirement. Specific focal areas shall include but are not limited to your firm’s capabilities relative to: A. Management Approach and Technical Capabilities & Understanding B. Personnel Qualifications All capability statements should: 1. Not exceed six (6) single-sided pages in length. Excess pages will not be reviewed. 2. Include small business classification(s): (Small Business, 8(a), HUBZone, SDB, SDVOSB, WOSB, VOSB, etc.) 3. Address capabilities relative to each task in attached the draft Performance Work Statement. 4. List references in conducting projects of similar size, scope, and complexity in the past 3 years. All responses shall be submitted electronically via Fedconnect. The Government intends to consider all comments and responsive qualification packages when developing its final acquisition strategy and any resulting RFP. The synopsis, amendments, and other information related to this procurement as well as any subsequent procurement notifications will be posted on the Fedconnect website at: www.fedconnect.com.
