THIS IS NOT A SOLICITATION. This is a Sources Sought (SS) notice issued in accordance with FAR 15.201(e) to conduct market research. This SS is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This SS does not commit the Government to solicit for any supply or service whatsoever. The United States Environmental Protection Agency (EPA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. I. OVERVIEW: The United States Environmental Protection Agency (EPA), Office of Acquisition Solutions (OAS), Cincinnati Acquisition Division (CAD), has a requirement for ARCHITECT – ENGINEER (A/E) SERVICES FOR THE US EPA’s Nationwide Facilities Master Planning Activities. A market research survey is being conducted in order to make acquisition decisions about this future project and to determine if there are a sufficient number of interested small business concerns capable fulfilling all tasks for this requirement. If your firm is a Small Business, certified HUBZone, 8(a), Woman-Owned Small Business, or Service-Disabled Veteran Owned Small Business and you are interested in this project, please respond appropriately. This is a SOURCES SOUGHT Notice to determine the capabilities of small business firms for a small business set-aside. The EPA plans to award a single 10-year indefinite-delivery, indefinite quantity contract; however, this notice does not constitute a solicitation announcement, nor does it restrict the Government to an ultimate acquisition approach. The Government will use the responses to this SOURCES SOUGHT notice to make acquisition decisions. Small businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice. II. SPECIFICATIONS: Technical Requirements: • Must be capable of providing service/coverage of all EPA locations throughout the continental United States of America (USA). • Provide Assessment and Report Development • Provide Space Planning. • Provide Cost Estimating. • Provide Sustainability, Resiliency, Energy Usage Analysis. • Provide Security Analysis. • IT Requirements III. INFORMATION REQUESTED FROM INDUSTRY: Please submit your response (capability statement) in accordance with the following: 1) No more than 10 pages (excluding transmittal page). Include the name, email address and phone number of the appropriate representative of your company. 2) A narrative regarding a thorough review of the PWS and its tasks, your company’s capabilities for meeting these PWS requirements, as well as any questions/concerns that need to be addressed/discussed. 3) Address how long it would take from the date of contract award for you to commence furnishing services. 4) Indicate whether your company, subcontractors, teaming partners, joint ventures have a Federal Socio-Economic status, e.g., Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Woman-Owned Small Business, 8(a), and Hub Zone. 5) Mark your response as “Proprietary Information” if the information is considered business sensitive. 6) MARKETING MATERIALS IN THE FORM OF BROCHURES ARE ALLOWED IN RESPONSE TO THIS SS. The Government will not review any other information or attachments included, that are in excess of the 10page limitation (marketing materials are not included in final page count).
