The U.S. Environmental Protection Agency (EPA) intends to negotiate a one (1) year sole source firm-fixed-price contract with Schneider Electric USA, Inc., under the authority of FAR Part 6.302-1 to provide monitoring and maintenance support services for the Schneider Electric USA National Advanced Utility Metering System installed in Agency facilities since 2005. Schneider Electric USA, Inc. monitors and maintains the Agency utility metering system through use of its proprietary Schneider Electric Power Monitoring Expert (PME) software. Schneider Electric also installs, upgrades, and maintains their hardware, operating systems, software, service packs and patches as necessary for the utility metering system. The Agency requires regular monitoring and maintenance of this system due to the need to maintain adherence to EPAct2005, EISA 2007 and the data acquisition of the Agency’s utility metering daily/weekly/monthly for reporting data to the Department of Energy. Without Schneider Electric providing this support the Agency would not be able to adhere and keep pace with OMB and DOE requirements or support sustainability as well as energy/water conservation and management to comply with annual federal energy and water reduction targets. EPA is in process of developing a new long-term competitive contract which will replace the existing utility metering system with new meters and monitoring and maintenance support for the new utility metering system. This 1-year contract is only to maintain the existing utility metering system until the new procurement is awarded. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 238210 Electrical Contractors and Other Wiring Installation Contractors with a small business size standard of $16.5m. The anticipated Period of Performance will be 12-months (4/2/23 - 4/1/24). Schneider Electric USA is uniquely qualified to provide monitoring and support for the Agency Utility Metering System utilizing the Schneider Electric Power Monitoring Expert (PME) software because it is their proprietary metering system and software. Since 2005, they have been responsible for installation, upgrades, and maintenance of their hardware, operating systems, software, service packs and patches as necessary for the utility metering system and no other third-party firm is provided access to their proprietary systems. Schneider Electric USA is the only know source able to satisfy this requirement. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. Notwithstanding, any firm that believes it is capable of meeting EPAs requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contracting Officer within 15 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price contract based on upon the responses received to this notice is solely within the discretion of the Government.
