The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source firm-fixed-price contract with Modern Building Systems, Inc., under the authority of FAR Part 6.302-1 to continue providing an onsite temporary modular space to support EPA staff. The EPA already has a leased Modern Building Systems, Inc. modular space onsite at its Corvallis, OR facility which provides temporary space to support approximately forty (40) full time employees and a dividable conference room that accommodates an all hands meeting space for approximately 80 people. In 2013, EPA procured this temporary space to provide swing space for staff during a large multiphase laboratory renovation project. However, due to several delays, the project has not yet reached completion and this swing space remains a continuing need. Modern Building Systems, Inc. is uniquely qualified to provide the modular office space because the temporary modular office space is already onsite and built out to accommodate EPA’s needs. This requirement will utilize FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code is 321992 Prefabricated Wood Building Manufacturing with a small business size standard of 500 employees. The anticipated base lease period will be 12-months (April 1, 2023 – March 31, 2024) with two 1-year option periods. Modern Building Systems, Inc. is the only known source able to satisfy this requirement. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. Notwithstanding, any firm that believes it is capable of meeting EPAs requirement may submit a capability statement which must address the outlined requirements above. Such documentation must be submitted to the Contract Specialist Officer within 15 calendar days of this announcement. A determination not to compete the proposed firm-fixed-price contract based on upon the responses received to this notice is solely within the discretion of the Government.
