The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable SBA certified offerors under the SBA Section 8(a) Business Development Program in the marketplace with the knowledge, skills, interest, and capability to perform the work as described below. The proposed project will be performed at EPA’s Office of Transportation and Air Quality (OTAQ) in Ann Arbor, Michigan. EPA-OTAQ is looking for 8(a) Operations and Maintenance (O&M) vendors to provide O&M, Janitorial, Snow Removal, Grounds and Lawncare services for the facility. The anticipated NAICS code for this project is 561210, Facilities Support Services, with a Small Business Size Standard of $35.5. This Sources Sought is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Furthermore, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. In response to this Sources Sought, please provide: 1. Name of the firm, GSA Contract Number (if applicable), point of contact, phone number, email address, DUNS number, CAGE code. 2. Your company’s SBA 8(a) certification entry and exit dates. 3. A narrative regarding a thorough review of the DRAFT Performance Work Statement and Appendices A through D attached to this Sources Sought and any questions/concerns that need to be addressed/discussed or suggestions to improve the Performance Work Statement to meet the agency’s overall needs based on your evaluation of the Performance Work Statement. 4. A narrative on firms’ experience (whether as a prime contractor or subcontractor) in providing products/services as identified in the DRAFT Performance Work Statement and Appendices A through D in the previous three (3) years with similar requirements. Include project title, facility location and agency, period of performance, scope of work, total dollar value, complexity, point of contact, etc. that will facilitate making a capability determination. All interested and capable offerors with the knowledge, skills, interest, and capability to perform the attached DRAFT Statement of Work are encouraged to reply to this Sources Sought. RESPONSES SHALL BE NO LONGER THAN 15 TOTAL PAGES; information such as brochures and other industry information is not included in the 15-page limitation.
