Pre-Solicitation Notice Proposed: 68HERC21R0026 Confirmatory Assays and Safety Pharmacology The United States Environmental Protection Agency (EPA), Cincinnati, OH has a requirement for assay kits and panels to support the evaluation of treatment-related changes in gene expression in samples collected from animal or plant species of interest to the EPA. The Government anticipates the award of an Indefinite Delivery Indefinite Quantity (IDIQ) type contract with Firm Fixed Price task orders, over a 5-year order period. The services/supplies to be provided are: Assay kits and panels to support the evaluation of treatment-related changes in gene expression in samples collected from animal or plant species of interest to the EPA. Award will be made in accordance with FAR Part 15 ¿ Contracting by Negotiation, using a Lowest price technical acceptable (LPTA) selection scheme. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, supplies and vehicles in support of the efforts delineated by the Performance Work Statement (PWS). This acquisition is being conducted as a full and open competition for commercial services, indefinite delivery/indefinite quantity (ID/IQ) contract with an ordering period of five (5) years and a maximum ordering ceiling of $10 million. This contract will utilize Firm-Fixed Price Task Orders subject to the technical scope of the Performance Work Statement (PWS) and capacity limits of the contract. The applicable North American Industry Classification System (NAICS) code is 541715 `Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechology and Biotechnology)¿ with a size standard of 1,000 employees It is anticipated the solicitation will be posted on the www.FedConnect.net website on or about late March .
