See attached PESD Sources Sought Notice and Draft Performance Work Statement (PWS) On-Site Technical Support Commercial Services Contract Services for the Office of Research and Development (ORD), Center for Public Health and Ecological Assessment (CPHEA), Pacific Ecological System Division (PESD) Newport and Corvallis, Oregon The Environmental Protection Agency (EPA) is performing a "market search" for small businesses in preparation for a future procurement. The purpose of this sources sought notice is for market research to identify capable, qualified small businesses relative to North American Industry Classification System (NAICS) code 541715 (Research and Development in the Physical, Engineering, and Life Sciences except Biotechnology and Nanotechnology) with a size standard of 1,000 employees for the performance of this anticipated procurement. The US Environmental Protection Agency (USEPA) Office of Research and Development (ORD), has a commercial services requirement for technical support at the Center for Public Health and Ecological Assessment (CPHEA), Pacific Ecological System Division (PESD) in Newport and Corvallis, Oregon. The website https://www.epa.gov/aboutepa/about-pacific-ecological-systems-division-pesd provides an overview of PESD and the types of research conducted on aquatic (including freshwater, estuarine, and marine) and terrestrial ecosystems, including but not limited to streams, rivers, wetlands, lakes, estuaries, near-shore ocean, and forests. This contract is for the primary use of the PESD located in Corvallis and Newport, Oregon. The contract may also be used by other organizations in the EPA, subject to the work being within the technical scope of the Performance Work Statement (PWS) and capacity limits of the contract. The Government anticipates award of a commercial services, indefinite delivery/indefinite quantity (ID/IQ) contract with an ordering period of five (5) years and a maximum ordering ceiling of approximately $14 million. Task Orders will utilize Firm-Fixed Price or Commercial Time-and-Materials contract types. To help determine if this potential requirement may be set-aside for small business concerns, the government is seeking input from the small business community regarding their interest and capability in performing the tasks reflected in the attached draft Performance Work Statement (PWS). Vendors are encouraged to use the questionnaire contained in this notice (See Submission Instructions and Capability Information). As a reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel (See FAR 52.219-14) under a procurement set aside for small businesses. The Government will review qualifications based on the vendor¿s responses with specific emphasis on the vendor¿s ability to perform the Scope of Work described in six (6) capability areas in the draft PWS. Information submitted in response to this notice is used for internal market research purposes only, and no feedback will be offered to the entities that submit capability statements.
