This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A written solicitation is included in this announcement and a proposal is being requested. The U.S. Environmental Protection Agency (EPA), Office of Mission Support (OMS) Andrew W. Breidenbach Environmental Research Center (AWBERC) facility located in Cincinnati, OH requires a contractor to provide onsite cafeteria services in accordance with the attached Statement of Work. The Contractor shall establish and operate, in the Contractor's name, the onsite cafeteria food service facility on or before May 1, 2019 for the purpose of dispensing food, non-alcoholic beverages, and other items, in accordance with the Statement of Work. This cafeteria is to be operated for the potential benefit of an approximate average of 700 to 800 individuals occupying the AWBERC facility. The objective of the onsite cafeteria food service facility is to provide an affordable onsite cafeteria with menu selections that consist of variety of foods for well-balanced meal options with nutritional information clearly identified including fat calories and carbs. Foods shall be freshly prepared on EPA premises using fresh ingredients. The contractor is expected to be flexible and attuned to changing food trends. See Exhibit 1 - Price and Portion Guide included in Provision EPA-L-36-101 Proposal Instructions in the solicitation for guidance. Minimum cafeteria food service requirements are: (1) Monday-Friday: Hot Freshly Prepared Onsite Cafeteria Style Breakfast and Lunch items with a six-week menu cycle that offers new and exciting recipes; (2) Monday-Friday: Grab and Go Items shall be available during all operating hours; (3) Monday-Friday: Beverages shall be available during all operating hours. This acquisition is conducted as full and open competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 722310 with a small business size standard of $38.5m. The solicitation number is 68HERC19R0014 and is issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2019-01, effective 20 December 2018. A pre-proposal conference, including a site visit, will be conducted at the U.S. Environmental Protection Agency Andrew W. Breidenbach Environmental Research Center (AWBERC), located at 26 W. Martin Luther King Drive, Cincinnati, OH on Thursday, February 28, 2019 at 2:00 pm ET. No more than three (3) attendees per offeror. In order to attend this pre-proposal conference, including a site visit, you must register in writing through the Contract Specialist, Jenifer A. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable firms in the marketplace with new and innovative ideas to provide cafeteria services to meet the Government¿s needs. All qualified, interested, and capable offerors are encouraged to reply to this market survey request by submitting a narrative discussion of proposed solution(s) to meet the needs of the Government and demonstrate their knowledge, skills, capabilities, and previous experience in implementation of the proposed solution(s) to meet the Government¿s needs. This will be a firm-fixed-priced contract for Cafeteria Services. The anticipated start date of this contract is April 1, 2019. The duration will be a one (1) year base period with four (4) one-year option periods. The anticipated North American Industry Classification System (NAICS) code for this requirement is 722310, Food Services Contractors, with a Small Business Size Standard of $38.5M. Attached is a copy of the current Statement of Work for existing cafeteria services. However, EPA is seeking new and innovative ideas for a contractor to provide Cafeteria Services five (5) days per week Monday through Friday, excluding holidays observed by the Government, for the potential benefit of approximately 850 to 950 individuals located at the U.S. EPA Andrew W. Breidenbach Environmental Research Center (AWBERC), 26 W. Martin Luther King Drive, Cincinnati, Ohio 45268. In addition, special dinners or refreshments for Government-sponsored meetings, conferences, events, etc., may be served on specific dates and times at a negotiated price agreeable to the Contractor, the Government, and other sponsors. RESPONSES TO THE INFORMATION REQUESTED BELOW SHALL BE NO LONGER THAN 25 TOTAL PAGES.
