The solicitation will describe and set forth all the requirements for the Heavy-Duty AC Dynamometer system. A single firm fixed priced award will be made on a Best Value evaluation basis. The EPA NVFEL in Ann Arbor, Michigan plans to enhance the capability of engine testing operations to include a broader range of engines. There is a need to examine the compliance of larger diesel engines. These are primarily on-road and nonroad diesel engines and are used in (for example) heavy-duty trucks, vocational vehicles, agriculture equipment, construction equipment, generators, and marine applications. Gasoline engines may also be tested. These engines are regulated under 40 CFR parts 86, 1036, 1039, 1042, 1045, and 1048. The purpose of this procurement is to provide a dynamometer, transformer(s), controller, instrumentation, related hardware (¿System¿), installation, and integration that extends the existing range of EPA¿s heavy-duty engine compliance testing capability to include larger and more powerful engines than are presently testable while preserving the low-power end of our existing capability. The engines to be tested are primarily on-road and non-road diesel engines in the 150-500 kW range. The system must be installed at the NVFEL Heavy-Duty Engine Test Site #5 (HD5) and the system must comply with 40 CFR Part 1065 and the Statement of Work (SOW). This procurement will require but is not limited to the following: 1. Removal of the current HD5 system to be stored on-site in EPA preferred location. 2. One (1) all new Heavy-Duty AC Dynamometer System to include but not limited to ¿Driver/Power supply and transformer(s) ¿Control System ¿Speed/Torque Sensors ¿Throttle Controller ¿Power/signal cabling ¿Instrumentation ¿Related Hardware ¿Installation ¿Integration 3. Option to relocate and install old HD5 dynamometer system to HD1. Includes but not limited to removal of old HD1 dynamometer system to be stored on-site in EPA preferred location.
