In accordance with Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures and Part 6.302-1, the US Environmental Protection Agency intends to award a fixed price purchase order. THIS IS NOT A SOLICITATION OR REQUEST FOR QUOTE (RFQ) DO NOT SUBMIT A QUOTE The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), Center for Environmental Solutions & Emergency Response (CESER), has a requirement for Custom Microwave based Processor. This piece of equipment is to support the Bipartisan Infrastructure Law PFAS team. Microwave Research & Applications, Inc. 190 Easy Street Unit A Carol Stream, IL 60188 is the sole source in the United States (US) of this piece of equipment needed to conduct research. Accordingly, this vendor has verified this to the US government. There are no substitutes available. JUSTIFICATION FOR SOLE SOURCE PROCUREMENT: The microwave GAC regeneration system details and specification is as follows: a. System Details and Specifications: Rotary section • Horizontally orientated, 2’ x 2’ metal cube by 3’ long. Cube to be painted steel on the outside. • Shall have a single ½” drain on one side of the cube • Flange on one side to mate with EMI gasketed and gas sealing gasket flange on non-rotating section to prevent microwave and gas leakage during rotation • Rear wall welded to the cube. o Shall have an access door suitable for loading/unloading granular material. The load/unload door shall be secured with quick clamps or wing nuts so installation and removal shall be quick and easy without tools o Mounted in the center of the rear wall/plate shall be a rotary union which shall allow 2 ¼” inch diameter temperature probes to extend into the cavity and a 1” diameter stainless pipe for inert gas inlet and 1” diameter stainless pipe for inert and processed gas outlet. The inlet pipe shall extend into the rotating section and include holes the length of the inlet pipe to diffuse inlet inert gas to fill the cavity and to push the processed gas out the outlet pipe. • Internal insulation layer o High temperature waterproof insulation layer about 1.0 inch thick, depending on final insulation details rated for 1,200 ¿C minimum. • Steel construction. • Rotary seal (nickel plated steel) to include a 1” diameter stainless steel inlet pipe with holes along the length extending into the process section for improved inlet inert gas purging, a 1-inch diameter outlet pipe to capture exhaust gasses and a ¼”- 3/8” diameter type K temperature probe to insert into the process chamber to measure process temperature. • Chain drive with variable rotational speed drive motor Non-rotating microwave generator section • Horizontally orientated, 2’ cubed dimensions. • 10 - 1 kW magnetrons and waveguides • Flange on one side to mate with EMI gasketed and gas sealing gasket flange on non-rotating section to prevent microwave and gas leakage during rotation • Painted mild steel inside and out • Mounted on frame with the ability to slide open and closed for operation and maintenance. • Brackets to maintain EMI gaskets in contact with the rotating section flange. • Shall have integrated ten (10) individual 1,000-watt microwave generators (magnetron, cooling fan and waveguide) operating at the ISM frequency of 2.45 GHz (same frequency as your home microwave oven), impedance matched for long life and maximum efficiency. Each generator shall be covered for safety from contact. Frame • Painted steel metal frame • Chain driven rotational system mounted on frame with gear motor, chain and rotation control (approximately from 1 to 6 rev/min) with guards over the pinch points. • Locking wheels shall be added to the frame allow the system to be pushed (when on a hard surface such as a concrete floor) into place during operation and out of the way after use. There shall need to have the electrical supply and gas ports disconnected. We shall place jacks under the frame to help stabilize the system during use. Microwave power supplies • There shall be 1 cabinet with 10 microwave power supplies to be located near the rear of the non-rotating section. Each power supply shall power a 1,000-watt microwave generator. Wires between the power supply cabinet and generator shall be secured. • Each microwave power supply shall operate on 120 VAC, single phase, 60 Hertz and pulls 15 amperes of current. Each power supply shall be individually fused and be built modular so if there is a failure a single power supply, it may be removed and returned for repair without long-term shutting down the system (the system would need to be turned off for the few minutes to remove the individual power supply. Each power supply cabinet shall be wired for input circuits. Total required power shall be ten (10) 15 ampere 120 VAC single phase circuits. • Locking wheels shall be added to cabinets to allow the system to be pushed (when on a hard surface such as a concrete floor) into place during operation and out of the way after use. Safety and process control • The entire system shall be tested for microwave leakage and shall meet the US FDA/FCC requirements for a home microwave oven of less than 5 mw cm-2 at a distance of 5 cm and tested using a calibrated (traceable to NIST) microwave leakage meter. • The microwave process shall be controlled using a programmable temperature-based process controller. The controller can be programmed to reach and hold at the user programmed temperature to 1,000 ¿C. It shall turn the microwave on and off to maintain temperature the temperature probe measures. There shall also be a manual ON switch if you simply want to operate the system manually. • The process controller shall also record temperature/time data from both temperature probe and that process data can then be downloaded to a PC for storage and display (graphing or tabular date presentation) • Each microwave generator shall have a ON-OFF switch to allow operation of lower microwave power by turning on less magnetrons that the total amount, for instance if you only want 6 magnetrons operating, simply turn off 4 magnetrons. • The entire microwave system shall be interlocked should a power supply cabinet be opened, or the non-rotating section flange is not in contact with the stationary section flange the microwave may not energize when open. • The load/unload access door shall be interlocked so the microwave may not energize when open. • Each magnetron shall have an overtemperature interlock to shut down that generator should it become overheated. b. LC Software minimum specification: There are no IT related aspects to the system c. Installation and training MRA shall support the start-up and initial testing of the equipment with up to 3 days of on-site training/start-up with 1 technician and 1 engineer at the US Environmental Protection Agency, AWERC, National Risk Management Research Lab, 26 W. Marting Luther King Drive, Cincinnati, Ohio 45268. Training shall be included with an anticipated three EPA staff.
