This exception justifies and authorizes the award of a task order to HDR APTIM LLC without providing a fair opportunity to other RAF-DES IDIQ contract holders under the Design and Engineering Services (DES) IDIQ. The task order award to HDR APTIM LLC will provide continued remedial action operation and maintenance support for remediation activities at the Brown and Bryant Superfund Site on a short-term basis not to exceed 12 months.
