The action being approved is an exception to fair opportunity requirements to award a task order under the EPA Remedial Action Framework Environmental Services and Operations (ESO) IDIQ. This exception justifies and authorizes the award of a task order to E2 Consulting Engineers LLC without providing a fair opportunity to other RAF-ESO IDIQ contract holders. The task order awarded to E2 Consulting Engineers LLC will provide continued technical support for Ordot site on a short-term basis not to exceed 30 months.
