This exception justifies and authorizes the award of a task order to HDR APTIM LLC without providing a fair opportunity to other RAF-DES IDIQ contract holders under the Design and Engineering Services (DES) IDIQ. The task order award to HDR APTIM LLC will provide continued technical support for post RI/FS ROD amendment activities at the Brown and Bryant Superfund Site on a short-term basis not to exceed 24 months.
