EPA Region 7 seeks an experienced firm to provide facility operations and maintenance services for the EPA Region 10 Manchester Laboratory at 7411 Beach Dr. East, Port Orchard, WA, which supports chemical and microbiological analysis, whole effluent toxicity testing, method development, and related environmental work. The complex includes multiple single-story buildings on a 17.5-acre site with landscaped and paved areas and houses about 85 federal, state, and contract employees. The work includes continuous mechanical-system service, facility preservation maintenance, efficient operation of systems and equipment, and possible government-ordered additional operations, maintenance, repair, or upgrade tasks outside basic monthly services. The contract period is one base period plus four option periods, with an estimated dollar value of $5M–$8M. This procurement is a total Service-Disabled Veteran Owned Small Business set-aside, and the RFP is anticipated on or about 10/16/2026 via SAM and FedConnect.
