R7 Resource Conservation and Recovery Act (RCRA) State of Iowa Inspections The United States Environmental Protection Agency (EPA) Region 7 will issue a solicitation for RCRA State of Iowa Inspections services to support the State of Iowa. This service provides technical assistance to the EPA Region 7 RCRA Program by conducting inspections at Iowa facilities for compliance with the federal hazardous waste, universal waste and used oil regulations (40 CFR 260-299) and any RCRA permits that have been issued. This work includes gathering information and evidence to determine and document facility compliance. The work also includes, verifying facility information obtained from the RCRA Information database, and providing each facility with an assortment of compliance assistance information. EPA is the decision authority on which facilities will be inspected and is responsible for making all final compliance determinations or conclusions. It is the Government’s intent to award one, Time-and-Materials, Fixed Unit Rate Indefinite Delivery/Indefinite Quantity (IDIQ) contract from this solicitation. The acquisition will not be set-aside and will be conducted on the basis of full and open competition using FAR Part 15 procedures. The contract period of performance will be from date of award to December 31, 2025. The estimated ceiling is between $130,000.00 - $200,000.00 for during the above period of performance. The official solicitation # 68HE0725R0025 is expected to be released on of before April 18, 2025, and will be posted on the System for Award Management website (www.SAM.gov) and the FedConnect website (www.fedconncect.net).
