The EPA Great Lakes National Program Office intends to award a sole-source purchase order to SciAps, Inc. for a handheld X-ray fluorescence analyzer used to detect lead-based paint and determine TSCA and RCRA compliance. Market research indicates SciAps is the only commercial manufacturer/supplier offering a handheld XRF instrument with HUD Performance Characteristic Sheet approval for residential lead-based paint inspections that does not use a radioactive isotope source. This notice is not a request for quote or a solicitation. Interested parties that believe they can meet the requirement may identify themselves and submit written evidence of capability to Contract Specialist Matthew Cox at cox.matthew.t@epa.gov; telephone responses will not be accepted. The Government will use any information received as market research and retains discretion over whether to compete the requirement.
