THIS IS NOT A REQUEST FOR PROPOSAL. THIS IS A REQUEST FOR STANDARD FORM (SF) 330'S ARCHITECT-ENGINEER QUALIFICATION PACKAGES ONLY. ALL INFORMATION NEEDED TO SUBMIT SF 330 DOCUMENTS IS CONTAINED HEREIN. THE GOVERNMENT WILL NOT PAY, NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. CONTRACT INFORMATION The US Environmental Protection Agency (EPA) Region 5 Office is seeking Architect-Engineering (A-E) services to support the Great Lakes National Program Office (GLNPO) and Superfund & Emergency Management Division (SEMD). The Superfund & Great Lakes Architect-Engineer Services (SFGLAES) contract will provide professional A-E services, technical, and management services to support EPA’s remediation efforts under SEMD and GLNPO authorities. The contract will provide professional A-E services to support contaminated site design activities, habitat restoration design/evaluation support, and contaminated remedial oversight (see attached Statement of Work (SOW)). The SFGLAES contract is being procured in accordance with the Brooks Act and implemented through the Federal Acquisition Regulation (FAR) Subpart 36.6 Architect-Engineer Services. A firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. EPA anticipates awarding approximately two (2) Indefinite Delivery-Indefinite Quantity (ID/IQ) single award contracts with a maximum contract value of $450,000,000 and an ordering period of five (5) years. The SFGLAES suite of contracts will result in a combined $450M shared capacity amongst all awardees (for both the Full & Open and Small Business Set-Aside). The guaranteed minimum value of this requirement is $100,000 per contract. Each individual task order shall be separately negotiated based on the A-E effort involved. Task Orders will be issued as firm fixed price and/or time and materials. In no event will the value of the total task orders issued under this contract exceed the maximum contract value. This requirement is a Small Business Set-Aside. The North American Industrial Classification System (NAICS) code for this acquisition is 562910, with a small business size standard of 750 employees. A-E firms meeting the requirements described in this announcement are invited to submit a SF 330, Architect-Engineer Qualifications, Parts I and II and any requested supplemental data electronically via www.fedconnect.gov. Submissions are due by September 16, 2022, at 5:00 p.m. Central Standard Time. No hard copies will be accepted. Please do not submit any pricing information with the SF 330 package. All questions shall be submitted electronically via FedConnect. All questions shall be received no later than August 25, 2022, at 5:00 p.m. Central Standard Time. Questions received by this date will be answered via an amendment to this announcement. Questions not submitted electronically or received after the due date may not be considered. The SF 330 package shall include a cover letter including company name, point of contact information to include phone number and email, Unique Entity Identifier (UEI), CAGE code, and business type. The firm shall provide a statement in the cover letter confirming whether or not there are executed teaming agreements in place for team members as part of the SF-330 submittal. The statement shall also list team members. (Contractor teaming arrangements are defined as (1) a partnership or joint venture between two or more companies or (2) an agreement for a specific Government opportunity between a potential prime contractor and one or more companies that are potential subcontractors.) The SF 330 package shall be completed in accordance with the instructions provided in the form and any additional instructions provided in this announcement. Firms are to provide one (1) complete pdf package per team. Due to FedConnect system limitations, individual attachments cannot exceed 25 MB or 100 MB total for all attachments. In the event the PDF document exceeds the maximum size limit, submit multiple attachments. EPA will evaluate firm's SF 330 in accordance with the below evaluation criteria. The SF 330 package for each firm is limited to 45 total pages, which only applies to Section I of the SF 330.¿ The page limit does not include the QMP. Information included in the SF 330 sections shall be single spaced with no smaller than 12-point Arial font. When using SF 330 forms, adhere to all margins presented in the forms. Headers and footers that do not alter the margins are allowed for page numbers, logos, disclaimers, and other non-proposal/formatting functions. EPA will accept resumes for Key Personnel only. Each resume is limited to two (2) pages (single-sided). Firms shall submit, at a minimum, the information specified for the six (6) required Key Personnel (Program Manager, Quality Assurance Manager, Principal Engineer, Senior Engineer, Principal Scientist, and Senior Scientist). Key Personnel and relevant projects will be evaluated in accordance with the technical evaluation criteria below. ¿ For this small business set-aside requirement, at least five (5) of the submitted projects in Section F of the SF 330 shall be work done as the prime contractor. If the full statement of work cannot be performed solely by the firm, the firm shall clearly demonstrate how resources will be accessed over the period of performance of the contract. This discussion shall be included in Section H of the SF 330, if applicable. In Section H of the SF 330s, vendors shall address the evaluation criteria below.¿ EVALUATION CRITERIA Firms responding to this notice will be evaluated in accordance with FAR Subpart 36.6 and using the selection criteria listed below. The selection process will consist of an initial evaluation of the SF 330s by the review board. The board will then establish a short list of the highest rated firms. All firms not selected for the short list will be notified. After discussions have concluded, the highest rated firm(s) selected will receive the solicitation with subsequent negotiations to follow. If negotiations are not successful with the highest rated firm(s), they will continue with the next highest firm. This requirement is being procured under FAR 36.6 Architect-Engineer Services. Offerors will be evaluated in accordance with FAR 36.602-1. The factors are listed in descending order of importance, with first and second being of equal value. (1) Specialized experience and technical competence in the type of work required. Offerors will be evaluated to ensure they demonstrate the experience and technical competence to perform the requirements outlined below. The experience and technical competence of the offerors will be evaluated through information provided in the technical proposal and project examples. Demonstrated experience and competence in conducting site characterizations, remedial investigations, feasibility studies, and risk assessments at contaminated and/or abandoned sites for groundwater, soil, sediment, surface water, and air (including vapor intrusion). Demonstrated experience and competence in designing remedial solutions to address contaminated sediments, groundwater, soil, surface water, wetland/shoreline habitat restoration and air (including vapor intrusion). Demonstrated experience and competence in database management and reporting. This includes experience and capability with analytical measurements and methods, data gathering, evaluation and analysis, and data gap analysis. Demonstrated experience and competence in oversight of technical and engineering field activities, analytical services and remedial action oversight. (2) Quality Management A firm’s management of quality will be evaluated through criteria below. The offeror shall submit a Quality Management Plan (QMP) prepared in accordance with EPA Requirements for Quality Management Plans (EPA QA/R-2; EPA/240/B-01/002) which sets forth the offeror’s system, methods and capabilities for managing all aspects of quality and quality work under this contract specifically. The QMP will be assessed following the attached QMP Checklist. Demonstrated competence and proven understanding and expertise in systematic planning at the project level as evidenced in Quality Assurance Project Plans and other Quality Documentation (as defined by EPA Quality Policy CIO 2105.1) and which conform to EPA requirements. (3) Professional Qualifications necessary for satisfactory performance of required services. A firm's Key Personnel will be evaluated on the extent to which they possess the appropriate technical knowledge, experience and expertise on the programs and subject matter described in the SOW. The qualifications and experience of Key Personnel will be evaluated through information provided in the SF 330 and Key Personnel resumes. KEY PERSONNEL CATEGORIES (Six (6) Contract Level Key Personnel) Program Manager Quality Assurance Manager Principal Engineer Senior Engineer Principal Scientist Senior Scientist Program Manager: In addition to the requirements identified in the SOW, the Program Manager shall have a minimum of a bachelor’s degree and 10 or more years of experience in working with projects of similar size and scope, environmental policy and/or regulatory programs, engineering and/or science. Quality Assurance Manager: In addition to the requirements identified in the SOW, the contractor shall identify a Quality Assurance Manager (QAM) to serve as the primary point-of-contact for USEPA’s Quality Assurance Manager(s) under this Contract. The Quality Assurance Manager shall have a bachelor’s degree or higher plus have minimum of five (5) years’ experience managing quality for the types of work in the Statement of Work. Principal Engineer: In addition to the requirements identified in the SOW, the Principal Engineer shall have a minimum of a bachelor’s degree or higher in a subject related to the scope of work. A minimum of 10 years of experience in managing projects of similar size and scope is required. The Principal Engineer shall hold P.E., PLS, or Architect license or equivalent professional certification. Principal Scientist: In addition to the requirements identified in the SOW, The Principal Scientist shall have a minimum of a bachelor’s degree or higher in a subject related to the scope of work. A minimum of 10 years of experience in managing projects of similar size and scope is required. Senior Engineer: In addition to the requirements identified in the SOW, the Senior Engineer shall have a minimum of a bachelor’s degree or higher in a subject related to the scope of work, plus a minimum of 10 years of experience and technical background in projects of similar size and scope is required. Senior Engineer shall hold P.E., PLS, or Architect license or equivalent professional certification. Senior Scientist: In addition to the requirements identified in the SOW, the Senior Scientist shall have a minimum of a bachelor’s degree or higher in a subject related to the scope of work, plus a minimum of 10 years of experience and technical background in projects of similar size and scope is required. (4) Location in the general geographical area of the project and knowledge of the locality of the project. Demonstrated environmental work in the Great Lakes Region (Illinois, Minnesota, Michigan, Indiana, Wisconsin, New York, and/or Ohio) that are similar in size and scope to work associated with Areas of Concern and Superfund remedial work that will be tasked as part of this Contract – specifically related to investigation, remedy evaluation, design and oversight. (5) Capacity to accomplish the work in the required time. Taking into consideration current and projected workload commitments, the Offeror’s ability to provide available, experienced, and fully trained personnel at the skill levels, disciplines, and quantities to perform the stated volume of work. (6) Past performance on contracts with Government agencies and private industry in terms of technical (quality of service), schedule/timeliness, cost control, management, or business relations. Offeror’s past performance will be evaluated on contracts and subcontracts performed during the past five (5) years, which are similar in size, scope, and complexity to this requirement.¿EPA may seek information for this criterion from the Offeror’s clients identified through other means including the Contractor Performance Assessment Reporting System (CPARS).
