Remedial Action Sources Sought Synopsis The Region 5 Office of the United States Environmental Protection Agency (USEPA), which serves Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin and 35 Tribal Nations, is issuing this Sources Sought Synopsis to identify qualified Women-owned, HUBZone, Service Disabled Veteran owned, disadvantaged and business development program (8a) small businesses having an interest in and the resources to perform the requirements of various Remedial Action Projects. The applicable North American Industry Classification System (NAICS) code is 562910. THERE IS NO SOLICITATION AT THIS TIME. This request for information IS NOT a request for proposals; submission of any information in response to this Sources Sought Synopsis is purely voluntary. Excessively detailed responses are not requested or required. No feedback will be provided regarding any submission. The government assumes no financial responsibility for any costs incurred by any organization responding to this synopsis. Include brief descriptions of past performance on projects of a similar type. The government will evaluate all responses to ascertain potential small business market capacity to provide services consistent with those described in this notice and otherwise anticipated. If these requirements result in solicitations, they may be set-aside for small businesses and multiple awards may be made. The government may hold additional events pertaining to the projects described herein to assist small businesses with gaining a better understanding of the work needed and assessing their suitability to perform the requirements. In-Situ Thermal Treatment (ISTT) for the remediation of soil and groundwater contaminated with dense non-aqueous phase liquid and volatile organic compounds Prospective Scope of Work: 1. Completion of a remedial design to finalize the layout of the heating and extraction elements. 2. Installation of electrodes or heater borings, groundwater and vapor extraction wells, conveyance piping, electrical conduits, power delivery equipment, and ex-situ (aboveground) treatment equipment. Many of the ISTT system components will be buried (such as electrode and wellheads, conveyance piping, and electrical conduits) and the aboveground elements will be located in lower visibility areas to minimize some of the disruptions to current business operations on the property. 3. Initiation and operation of the ISTT system for an estimated two to three-month heating period to bring the subsurface to the target temperature, typically close to 100 degrees Celsius, the boiling point of water. 4. Operation of the ISTT system for an estimated period of three to six months at the target temperature to mobilize, extract, and treat the contaminants. 5. Completion of performance monitoring during the heating and target temperature operating periods to assess temperatures, mass removal rates, extracted groundwater and vapor treatment effectiveness, and electricity use. ISTT system operation and performance will be based on a diminishing returns strategy. 6. Collection of confirmation soil samples when performance monitoring data indicate asymptotic contaminant mass recovery is occurring. The confirmation soil sampling data will be assessed in conjunction with the operational data to determine whether additional operation of the ISTT system is warranted and if so, how it will be optimized to complete the treatment process within the TTZ. 7. Completion of a cool-down period, ISTT system decommissioning, and site restoration. Estimated contract value: $3,700,000. B. Excavation of radioactive thorium (radium 226) contamination to a depth of 10 feet in a vacant lot disposal area and backfill Prospective Scope of Work: 1. Process excavated soil to separate out the contaminated portion and reduce, to the extent practical, the volume of contaminated soil disposed off-site. This may be done using a segmented gate system if that system is determined to be effective through pilot testing. If the pilot testing demonstrates that the segmented gate is not effective or will not result in cost savings, then the material may be manually separated instead to achieve volume reduction. 2. Dispose of the excavated contaminated material at an off-site, licensed radioactive material landfill. 3. Collect perched groundwater, if necessary, during excavation and either treat and discharge to the wastewater treatment system in accordance with city standard, transport to a licensed off-site treatment, storage, and disposal facility, or treat and discharge to surface waters in accordance with federal and state regulations. Estimated contract value: $60,000,000 C. In-Situ Chemical Reduction (ISCR) with a contingency for In-Situ Chemical Oxidation (ISCO) to remedy Volatile Organic Compounds in Soil and Groundwater Prospective Scope of Work: Installation of vapor mitigation systems in homes and commercial structures Estimated contract value: $6,200,000 D. Dredging of contaminated sediments and placement of dredged material in an on-shore disposal cell Prospective Scope of Work: 1. Install in-water turbidity control measures to prevent off-site transport of contamination. 2. Dredge approximately 50,000 cubic yards of moderately contaminated sediments from an industrial slip. 3. Place dredged sediments in a disposal cell provided by the government on a property adjacent to the industrial slip. Estimated contract value: $2,000,000
