A solicitation document will not be issued, and quotations will not be requested. In accordance with Federal Acquisition Regulation 13.106-1(b)(1)(i), “for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.” The Environmental Protection Agency (EPA) intends to award a fixed price contract on a sole source basis to ASSA ABLOY Entrance Systems US Inc., 6955 Oak Ridge Parkway, Suite 109, Atlanta, Georgia to upgrade the existing electronic door opener systems for the 9th through 15th floors at the Sam Nunn Atlanta Federal Center (SNAFC). ASSA ABLOY is a global leader in access solutions, offering market-leading products and solutions to their customers, with a wealth of expertise and experience in entrance automation and a strong history of proven solutions. Justification for Sole Source Procurement: ASSA ABLOY is the originally contracted vendor for the installation and servicing of the controlled access doors for the EPA floors at the SNAFC. As the originating vendor, ASSA ABLOY’s is the only known vendor with the knowledge and specialized expertise of the existing electronic access systems to facilitate an efficient and cost-effective upgrade of the existing systems. It is anticipated that an award to a vendor other than ASSA ABLOY for this upgrade would result in a substantial duplication of cost to the government that would not be expected to be recovered through competition. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy the EPA’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the EPA requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 4:30 PM Eastern Standard Time (EST) on December 27, 2024. Responses must be submitted in writing to mattox.christopher@EPA.gov no later than the time and date noted above. Telephone responses and requests will not be accepted.
