A solicitation document will not be issued, and quotations will not be requested. The Environmental Protection Agency (EPA) intends to award a fixed price contract on a sole source basis to J2 Scientific LLC, 1901 Pennyslyvania Drive, Ste. C, Columbia, MO 65202 for Single purchase and delivery of one J2 Scientific, Inc. PrepLinc2 instrument for the US EPA Laboratory Services and Applied Sciences Division (LSASD) 980 College Station Rd, Athens, GA 30605. J2 Scientific is the only vendor uniquely able to provide a GPC instrument with the capability of eluting environmental samples not only based on the requirements of EPA Method 3640A but is also capable of additional functions and EPA methods. The PrepLinc2 module is upgradeable to include modules for SPE cleanup using cartridges (EPA Methods 3600 series) or disks for water extraction (EPA Method 3535). Furthermore, LSASD is familiar with the J2 AccuPrep to elute extracts for GPC previously and the J2 PrepLinc2 is an upgrade to our current AccuPrep. As such, the time needed for familiarization and training on the J2 PrepLinc2 should be reduced as compared to other GPC instruments from other vendors. The vendor is the sole manufacturer of this type of equipment. The anticipated NAICS code is 334516 – Analytical Laboratory Instrument Manufacturing Production Service Code: 6640 Laboratory Equipment and Supplies This purchase will be made utilizing Simplified Acquisition Procedures in accordance with Federal Regulation (FAR) Part 13.106-1(b)(1) for purchases not exceeding the simplified acquisition threshold of $250,000.00. Pursuant to the authority granted by 41 U.S.C.253(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements as implemented by FAR 6.302-1, the U.S. Environmental Protection Agency (EPA), intends to issue a purchase order to J2 Scientific LLC, (BIG), for EPA single purchase, delivery and installation of one J2 Scientific LLC, PrepLinc2 instrument. The sole source nature of this requirement is based on the determination that J2 Scientific LLC is the only source that can provide the required goods and services based on market research. Additionally, this equipment is compatible with existing software and hardware for desired mobile laboratory. Other features that the J2 PrepLinc2 includes the addition of an AccuVap module to allow for solvent concentration, an internal UV-VIS detector fixed at a wavelength of 254 nm, and PFAS versions of all modules for extraction of PFAS samples. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
