The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis, to LBR Scientific Inc. for a one (1) year base period with four (4) one (1) year option periods for comprehensive service agreement to properly maintain the Amsco Sterilizer, Tuttnauer Sterilizer, Northwestern Glass Washer, and the Better Built Dryer instruments located in the Edison, NJ Laboratory. The service agreement includes the following coverage for the four units: • Unlimited service calls; • One business day response time; • Labor and travel for on-site visits; • Four preventative maintenance visits on a quarterly basis. LBR Scientific Incorporated, an authorized dealer, is the only source that can provide maintenance services to properly maintain all four of the following units: Amsco Sterilizer, Tuttnauer Sterilizer, Northwestern Glass Washer, and Better Built Dryer. No other known vendor can provide the services required for the multiple types of instruments, all with different manufacturers. This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued. This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA’s requirements may submit technical documentations to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 10 calendar days of the posting of this notice. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete this requirement based upon responses to this notice is within the discretion of the EPA.
