The purpose of this Request for Information (RFI/Sources Sought notice is to determine sources for the requirement, and to request industry input and feedback on the Performance Work Statement (PWS) to assist the Government in further development and defining of the requirement. It is anticipated that the resultant award will be a multiple-award IDIQ type contract vehicle. Your comments and questions are welcome, and input regarding suggested improvements, suggested Labor Categories to include and other pertinent information related to the topic that would help to clarify the requirement. The Government will be holding an interactive teleconference for interested vendors on 21 JUN 2022 at 1:00PM Eastern Time, anticipated to last one hour. Statement of Capability that demonstrates your business’s capability and past performance in providing the type of service(s) requirement; to include data and information stated herein. In addition to providing your company’s capability statement as it pertains to the requirements of this SSN/RFI, interested and capable firms are also required to provide answers to the following questions. 1. All learning products shall be designed and built to meet Web Content Accessibility Guidelines (WCAG) 2.0 AA compliance standards for accessibility. All learning products must be thoroughly tested and certified either by the VA Section 508 Office or self-certified by a Department of Homeland Security (DHS) Certified Trusted Tester and submitted to the VA Section 508 Office following their processes and procedures for self-certification confirmation and record keeping. Does your business have a DHS Certified Trusted Tester on staff? If so, please explain. 2. The Department of Veterans Affairs (VA), Veterans Healthcare Administration (VHA), Employee Education System (EES) exists to develop learning solutions for VA employees. These learning solutions encompass all forms of delivery methodology available. eLearning Division within EES has numerous production teams that use the industry standard ADDIE Model to Analyze, Design, Develop, Implement and Evaluate Web Based Training courses that are hosted on the VA Talent Management System (TMS) and its counterpart outside the VA firewall, VHA TRAIN (Training-finder Real-time Affiliate-Integrated Network). Does your business have prior experience with developing/uploading courses to the VA TMS and/or VHA TRAIN? If so, please explain. 3. Does your business have experience with instructional design for developing Web Based Training courses? If so, please explain? The purpose of this SSN/RFI is for Market Research and to gather input for use in further defining the requirement only, and to identify interested and potentially capable vendors. It is your business’s responsibility to monitor Opportunities on www.SAM.gov and other Government-wide Points of Entry for release of any future solicitations that may result from this SSN/RFI. However, responses to this SSN/RFI will not be considered adequate responses to any resultant solicitation. No award or guarantee of solicitation is being made at this time.
