Water Treatment Services at the Jacksonville VA National Cemetery -- S114 Water Treatment System at the Jacksonville VA National Cemetery Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, National Cemetery Administration (NCA) is conducting a market survey for interested vendors capable of providing “Water Treatment Services,” at the Jacksonville VA National Cemetery is located at 4083 Lannie Road, Jacksonville, FL 32218. Inquiries will only be accepted in writing via email to Charnell.Cunningham@va.gov by April 1, 2024 at 10:00 a.m. EST. Interested vendors should complete the attachment and provide capability statement and past performance. 1) The contractor shall provide Preventive Maintenance Service and Water Testing on Portable Water Treatment System to ensure all required performance, operation and compliance standards are maintained. a) Contractor shall provide a Class “C” Certified Operator licensed in the State of Florida to service, operate, perform water testing, and maintain a Category (III) three water treatment plant. b) Contractor shall make necessary adjustments to equipment and perform testing to maintain required chlorine dosing level (residual), system pressures and overall performance requirements per applicable manufacturer requirements, permits, laws and regulations. The operator shall test chlorine residual at most distant location in the water system during every site visit and record results in the operation & maintenance records. c) Preventative maintenance shall be conducted in strict compliance with Chapter 62-555.305 Florida Administrative Code and the water treatment system Operation & Maintenance Manual. One (1) copy of the treatment plant’s manufacturer data & O&M manual will be provided by the Government and is available at the Jacksonville National Cemetery for the contractor’s reference. The manual shall remain government property and shall not be removed from the site without written authorization from the COR. The contractor may make copies of the manual at the contractor’s expense. The following Standards and Regulations are incorporated by Reference: Chapter 62-550 Florida Administrative Code; National Safe Drinking Water Act. The contractor shall be responsible for providing preventative maintenance of the entire water treatment system in strict accordance with the manufacturer’s requirements and O&M manual. d) Water disinfectant chemicals shall be furnished by the contractor. The contractor shall be responsible for checking/filling the chemical feed tanks to the appropriate operation levels during each site visit. The contractor shall ensure that all chemicals used during the operation of this system are NSF/ANSI Standard 60 certified. e) If the system must be temporarily shut down to complete preventative maintenance service, the contractor shall provide the COR a minimum 24hour notice. Upon completion of maintenance service, the operator shall immediately return the system to full operation then notify the COR that the system is available for use. f) The operator shall make two (2) site visits each month to perform preventative maintenance and chlorine residual testing. g) Immediately upon arrival to the site the contractor shall check in with the COR. The contractor shall coordinate a formal check-in/check-out procedure with the COR at the pre-performance meeting. h) Preventative maintenance shall, at a minimum, be in accordance with the following, • Contractor shall test treated water for residual chlorine twice weekly. Variations in water quality and system usage shall require adjustments to chemical feed pumps or chlorine solution mixtures. • Contractor shall inspect chemical solution tanks at each chemical feed pump and fill with proper mixture of chlorine (sodium hypochlorite) & clean filtered water when solution level is low. This shall be required on a twice monthly basis. The contractor shall ensure that the proper mixing ratios are posted on top of the solution tanks. • Contractor shall check operation of flow switch to be certain it is operating properly. Contractor shall clean switch if it fails to operate chemical feed pump properly. Foreign matter will cause switch to stick and not operate properly. Contractor shall check twice monthly and always keep clean. • Contractor shall remove and clean injection point fittings. Iron & calcium deposits will build up on fittings over time. Contractor shall clean twice monthly and notify the COR when replacement of injection fittings is necessary. • Contractor shall open blow-down valve at bottom of 525-gallon contact tank each month for 2-5 minutes for flush contact tank of any sediment/iron buildup that has accumulated at bottom of tank. Failure to do this will allow excess iron to bleed into the system causing iron staining and possible equipment failure. • Contractor shall test treated water at required intervals and document per requirements of this contract. Contractor shall always maintain proper chlorine residual in finished water as required by Department of Health Regulations. The water treatment system Operation & Maintenance manual along with documented manufacturer recommendations shall govern system maintenance requirements and procedures when in conflict with the requirements stated in the Scope of Work. • Contractor shall check the salt levels in the water softening system weekly and add salt as needed. 2) Contractor shall provide Water Monitoring and Analysis: a) Water sampling shall be performed by certified operator. b) Measurements and field testing shall be in accordance with procedures identified in the Department of Environmental Protection Standard Operating Procedures for Field Activities, DEP – SOP 001/01, Rule 62-160.800 and 62-550.550(1), F.A.C. c) Water samples shall be analyzed by a laboratory certified by the Florida Department of Health to perform drinking water analyses. d) Water samples may be taken at any time during the respective quarterly or annual time periods however samples shall not be taken less than (30) thirty days apart. e) If analysis results show that the system has exceeded maximum contaminant levels (MCL) for Nitrates, Nitrites or received a positive result for bacteriological test the contractor shall notify the Contracting Officer and COR immediately, verbally and in writing. f) Contractor shall provide required Analyses as follows: • One Sample Nitrates & Nitrites – Annually • Two Samples Microbiological (Finished Water) – Quarterly • One Sample Microbiological (Raw Water at Source) – Quarterly
