The purpose of this Sources Sought is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service-disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 33721. Note that if VA’s pending market research establishes that two or more SDVOSB or VOSB, who are certified on SBA’s VetCert, Veteran Small Business Certification (sba.gov), can perform the project at a fair and reasonable price, VA will set aside the underlying solicitation per 38 U.S.C. §8127. Responses to this RFI will be used by the Government to make appropriate acquisition decisions. After review of the responses to this RFI, a solicitation announcement may be published on SAM.gov and/or GSA eBuy. Responses to this RFI are not considered adequate responses to the solicitation announcement. General Requirements: The National Cemetery Administration (NCA) has a requirement to establish a contract for Fort Scott National Cemetery. The purpose of this requirement is to provide furniture and deliver/install in accordance with the Statement of Need. This is a Brand Name or Equal requirement. The contractor shall provide the management, supervision, manpower, equipment, and supplies necessary to provide all identified furniture items in the Statement of Need (SON). The vendor shall deliver and install all items in accordance with SON. Provide your company capability statement that addresses the organizations qualifications and ability to provide all listed items or equal with the Statement of Need (SON). Provide a detailed description of all items being offered and identify all equal items being replaced. Identify the delivery timeline and installation timeline. State if you can meet all the requirements in the statement of work. Provide input of unclear requirements in the SON. The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this source sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set aside or full and open competition may be determined. No sub-contracting opportunity is anticipated. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA).
