Only One Responsible Source The Design AE typically retains the responsibility for construction period services including record drawings based on their knowledge of the design and completed site investigations. In this situation, the design was completed more than four years ago, the prior task order and IDIQ contract that the construction period services were originally awarded on have since expired. Construction portion of the project was recently funded. Soliciting another AE firm for these services (Mechanical, Electrical and Plumbing) would create a lengthy delay in the project and create significant duplication of costs for the review of the construction documents. It is unlikely the government would realize any savings by soliciting AE firms to provide Construction Period Services for a project designed by another AE.
