Refuse Pick Up and disposal for VA Service Distribution Center (SDC) Building 37 Hines, IL Project Number: 796-21-010 Continuation Please see below questions and answers from vendors: Is this a new requirement or a follow-on to an existing contract? Answer: This is a follow-on to an existing contract. Please provide the contractor s name and contract number of the existing contract. Answer: The current contract number is VA797S-17-P-0003. The Contractor: RAS Enterprise, LLC 2512 25th Ave Ste 3 Gulfport, MS 39501 How many years were the plus year options? Answer: The current contract was issued for a base year plus four option years. What is the model of the SDC compactor system that will be picked up? Answer: Please see the attached specification sheet for the Government-owned compactor. The model number is K-Pac Model KP30, serial number 2396. What is the estimated refuse amount per pickup? Answer: The contractor should assume the compactor is filled to maximum capacity when picked up. See specification sheet for compactor capacity. What type of connection does the compactor have on the front for compatibility with a truck as there are multiple types of connections? Answer: Please see attached photos. Will there be a site visit to conduct a complete technical inspection of the Compactor and Power Head? Answer: The Site Visit will be at this location and time: . Is it the Government s intent to have service every other week even though the extra time the trash is not picked up may cause foul odor or insects? Answer: Once every other week on Friday is what is needed by the Government along with proper sanitation and cleaning of the compactor. This takes care of the foul smell and other issues. Other services or frequency would be on an as needed basis. On page 6 of 10 of the solicitation the Government states The Government will award a contract resulting from this RFQ to the responsible quoter who meets the set-aside criteria of VAAR 852.219-10, and whose quote conforming to the RFQ is the lowest priced with acceptable past performance. Based on this statement, there is no evaluation criteria considered to address the concerns from the end-user (Government personnel) in reference to how the odor and insect issues as well as the service down-time will be mitigated by the bidder. Will the Government provide additional evaluation criteria to consider these factors, or will they be ignored and thus no need for the bidder to include industry available solutions (that will have additional costs)? Answer: The Government has reviewed the request and has determined that the cleaning schedule currently listed on the solicitation and scope of work is acceptable to meet the Government s needs of odor and pest control. The Scope of Work includes 2 paragraphs addressing what is titled as ADDITONAL SERVICES . If these ADDITIONAL SERVICES are to have a separate quote and PO issued at the time of the request, why are they included as part of this requirement? Answer: Additional services will be charged outside of the contract. Additional services is for informational purposes only. The Government may have a separate quote or bill issued for those services. If the intent is to include these ADDITONAL SERVICES as part of this requirement, the following information is needed for each type of waste. What is the material name, type, and exact specifications? Miscellaneous construction material and debris. What is the historical/estimated service frequency? 2 dumpsters in the past 8 years What is the historical/estimated weight for each service? 5 to 6 tons
