6505--Request for Information (RFI) - Specialty Pharmacy List - Pharmaceutical Prime Vendor (PPV) 2028

Notice ID:36E79727Q0001

This amendment to a Request for Information for Specialty Pharmacy Pharmaceutical Prime Vendor (PPV) 2028 adds an attachment listing specialty pharmaceutical products on the Federal Supply Schedule (FSS) that are not currently distributed through the PPV program. The list is provided for reference only and may include products subject to specialty, limited, closed, or other restricted distribution models. Inclusion on the list does not confirm that a product is a Limited Distribution Drug or Closed Distribution Product, and distribution arrangements, manufacturer requirements, and availability may change. The list is not exhaustive and should be considered a point-in-time reference only. All other information in the RFI remains unchanged.

6505--Request for Information (RFI) - Specialty Pharmacy – Pharmaceutical Prime Vendor (PPV) 2028

Notice ID:36E79727Q0001

The VA is conducting market research for a 2028 Specialty Pharmacy Pharmaceutical Prime Vendor program covering limited/closed distribution products—high-cost, low-volume specialty medications with manufacturer-restricted distribution—to support VA medical centers nationwide. The envisioned contractor would ensure all FSS specialty-distribution items are orderable through the PPV or a PPV-like platform and coordinate fulfillment with manufacturer-designated specialty distributors even when products bypass the prime vendor. VA seeks industry feedback on whether this scope fits PPV, impacts on pricing/performance/competition, feasibility of one entity coordinating all FSS LDD/CDP products, current industry handling, and barriers from manufacturer restrictions. Questions also cover onboarding timelines for new CDPs, required system changes, order visibility, reporting/reconciliation, compliance with mandatory manufacturer programs, current CDP coverage, scaling investments, and whether a single PPV-based mechanism is recommended. This is not a solicitation and does not obligate VA to award; responses will be used only for market research and do not preclude future proposal submission.
