PRE-SOLICITATION NOTICE: This notice is an updated version of the Pre-Solicitation Notice for Request for Proposals (RFP) 36E79723R0012 published on March 9, 2023. The VA National Acquisition Center intends to issue RFP 36E79723R0012 for an unrestrictive procurement for Glatiramer Acetate Injections, for the Department of Veterans Affairs (VA), Department of Defense (DOD), Bureau of Prisons (BOP), and Indian Health Service (IHS). VA will award one contract for each line item to the responsible offeror(s) who will be able to provide an uninterrupted source of supply for the contracted item. The contract period will be for one year plus four pre-priced one-year option periods. The contract items will be distributed through the VA s and DOD s respective Pharmaceutical Prime Vendor Programs. Offerors must state the exact name (name that appears on label) by which the drug will be supplied and have an NDC number that is unique to the offeror. Solicitation # 36E79723R0012 will be electronically issued in commercial item format in accordance with FAR Part 12 on or about March 16, 2023, with a tentative closing date of April 5, 2023. The NAICS code for this procurement is 325412. Any future amendments and other miscellaneous documents will be available electronically for download at sam.gov. No paper copies of the solicitation will be available, and no telephone requests for paper copies of the solicitation will be accepted. The estimated annual requirements are as follows: Item Description Size Estimated Annual Requirements (Syringes) Glatiramer Acetate 20mg/ML INJ, 1 syringe 75,311 SYR, 1ML Glatiramer Acetate 40mg/ML INJ, 1 syringe 133,346 SYR, 1ML Evaluation and award will be made by solicitation line item. Offerors are not required to submit an offer for both line items; however, the offeror must meet all contract requirements for each item offered. Offered prices shall not exceed two decimal places. The estimated quantities indicated for both line items are per pre-filled syringe. The price evaluation will be computed by multiplying the estimated quantity of the individual syringes by the individual syringe prices offered for the base year and option years and adding the results. The evaluation and award decision will be made by line item. While the price evaluation will be conducted based on the individual syringe price, offerors may propose and provide the products in any pack size offered commercially (i.e. 12 syringes or 30 syringes per box/pack). Offerors shall indicate the number of syringes per box/pack for each proposed line item on their proposal.
