The VA National Acquisition Center (NAC) intends to issue Solicitation 36E79722R0012 for the IV Solutions and Administration Sets requirements for the Pharmacy departments of the Department of Veterans Affairs Captain James A. Lovell Federal Health Care Center, Indian Healthcare Services (IHS), and VA Emergency Pharmacy Services (EPS). Bureau of Prisons (BOP) and Department of Defense (DOD) will not be participants under this procurement. One award will be made in the aggregate for all line mandatory items for the base year, including all four option years. To be considered for award, offerors must propose a price for all mandatory line item as listed in the Schedule of Supplies Excel spreadsheet that will be attached to the solicitation, for the base year and each option year. Proposals that fail to include a price for the base year and each of the four option years for all mandatory line item may be rejected and receive no further consideration. Offerors shall note that the list of mandatory items includes a Brand-Name reference catalog number and Brand-Name reference NDC/UPN for each line item. If not offering these specific NDCs/UPNs, the offered equivalent product must contain the same formulations in the same ratios and container sizes as the brand name product. Units per case may vary from the Brand-Name reference product. In addition to submitting an offer for the mandatory line items listed in the Schedule of Supplies, offerors are encouraged to offer their entire product line of IV solutions. These line items will include all products in your catalog related to IV solutions and administration sets other than the mandatory line items and may be included in the award to the lowest priced-technically acceptable offer if the prices are determined to be fair and reasonable. Products included in this solicitation will be on a pass-through basis. Facilities place their orders with our Pharmaceutical Prime Vendor (PPV) and the resultant national contractor awarded this IV solution contract will deliver the contracted items directly to the facility. The PPV invoices the facility for our products shipped, and the ordering facilities makes payments with the PPV. Therefore, the contractor awarded this contract must make pass- through arrangements with the PPV. However, VA EPS will place its orders directly with the contractor.
