Page 1 of 1 TIERED EVALUATION PRE-SOLICITATION NOTICE: INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the design bid build Replace Underground Utilities Construction project located at 163 Veterans Dr, White River Junction, VT 05009. This is a design bid build (construction) project. PROJECT DESCRIPTION: Provide all the necessary supervision, labor, equipment, material, transportation, testing, site surveying and infrastructure required to complete work for the Upgrade Underground Utilities, Project, White River Junction. Work includes, but is not limited to, general construction, alterations, roads, walks, grading, drainage, supply water service, sanitary sewers, storm sewers, including inlets and outlets, water, steam, and restoration. ADMINISTRATIVE: The solicitation will be issued as a Request for Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. This procurement is set-aside based on an order of priority as established in 38 U.S.C. 8127. This solicitation will be issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside HUBZone small business concerns and 8(a) participants, or in the alternate, a set aside for other small business concerns. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. The solicitation will be issued on or about December 20, 2019. The period of performance is approximately 545 calendar days from the issuance of the Notice to Proceed. This notice is NOT a request for competitive offers. The Magnitude of Construction is expected to be between $5,000,000 to $10,000,000. All questions must be submitted in writing to the issuing office via email to samantha.mihaila@va.gov.
