The area will return to green space. Work shall include soil remediation, asbestos abatement and removal of utilities before demolition. All work must meet VHA, OSHA, EPA, and Mass DEP standards. There is lead paint, lead contaminated soil and asbestos present. PROJECT SCOPE OF WORK The contractor is to comprehensively abate asbestos per attached surveys, remove all utilities indicated, remove lead contaminated soil, demolish all five buildings and remove all debris to include the concrete pad and foundations. This includes the following tasks: Meet with VA Facilities staff and perform field work necessary to determine required demolition methods, placement of hazardous materials into (poly-lined) covered dumpsters / roll-offs, and equipment. Soil remediation is required at all five buildings. The following tasks are necessary to complete this phase: Task 1: Project Management / Field Coordination Contractor will communicate with the client and client representatives to coordinate and conduct work. Should the material be considered a hazardous waste per RCRA, Contractor will contact the MA DEP on behalf of VA CWM for the removal of material as a one-time occurrence and follow the guidance of the DEP for generator status. Work of this nature, from time to time, involves work outside the specified scope to facilitate or continue work. If required, the work shall be conducted up to the quoted estimate on a time and materials basis at the rates provided. If work is required above the specified amount, client authorization shall be required. Task 2: Excavation Outline Contractor will dispatch a Project Manager and Site Foreman to the site to mark out and identify, with Woodard & Curran s LSP, the areas to be excavated based on the plans provided by Woodard & Curran. Once marked out, Contractor will contact Dig Safe at least 72 hours prior to excavation of the marked-out areas. Contractor will also utilize OnTarget to provide private utility mark out in addition to calling Dig Safe. The Site Foreman involved in mapping out the excavated areas will also be the Site Foreman during the actual excavation. Task 3: Soil Excavation (Task 3a) Contractor will develop a Health and Safety Plan with all the necessary requirements set forth in OSHA, RCRA, DOT, and other applicable State and Federal regulations. The Health and Safety Plan will be completed by Contractor prior to the start of work. A Project Manager shall mobilize the site to direct soil excavation activities. A safe secure work area shall be set up to limit access to unauthorized personnel during and outside of work hours. Contractor will build a stockpile area behind the buildings consisting of 6" poly sheeting and hay bales. The stockpiles will be covered at the end of each day using 6" poly sheeting. (Task 3b) An excavator will be utilized to excavate and approximate 176 cubic yards of soil from multiple locations outside of Buildings 17, 18, 19, 21 and 23 to a depth of 1 foot. All areas of excavation will be misted with water during the excavation process as a means of dust control. All excavated materials will be stockpiled onsite behind the buildings. There will be a separate stockpile, one for samples greater than 600 mg/kg and one for samples less than 600 mg/kg. Prior to moving from an excavation location, the wheels and bucket of the excavator and any tools used in the process will be sprayed and wiped down to decontaminate the equipment and prevent contamination of unaffected areas. At the end of each work day, Contractor will ensure that temporary fencing is placed around each excavation area and that entrance to the back of the buildings is blocked off. After each excavation depth is reached, the temporary fencing will remain in place until confirmatory sampling is received that the lead results are below the limits required to remain in place. (Task 3c) Should the results show a total reading of greater than 200 mg/kg, and additional 6 inches of soil will be removed from the areas identified by Woodard & Curran's LSP. Task 4: Representative Analytical Sampling of Stockpile & Confirmatory Sampling Contractor will pull analytical samples from the two stockpiles of soil as well as roll off containers containing building C&D debris for facility acceptance. Analytical pulled for acceptance, at a minimum will include VOC, SVOC, Pesticides, RCRA 8 TCLP, PCBs, Chlordane, Ignitability, Reactivity, and pH. In addition to Contractor's representative sampling of soil stockpiles and each roll off, Woodard & Curran will pull confirmatory samples from each excavated area to ensure that the total lead concentrations are less than 200 mg/kg. Should a result be found over 200 mg/kg, Contractor will be instructed to mobilize and excavate those areas identified by Woodard & Curran. Task 5: Transportation of Contaminated Soil Contractor will load the roll off containers onto properly licensed transportation vehicles once analytical sampling is completed and profiles are approved into the appropriate licensed facility. Contractor will transport the soil offsite to approved licensed facilities for disposal or beneficial re-use (landfill cover, etc.). Task 6: Soil Replacement and Seeding Contractor will refill the excavated areas with clean uncontaminated soil into each excavated area after the demolition of the buildings are complete and apply hydro-seed in order to properly stabilize each excavated area once the excavated areas have been cleared by Woodard & Curran. Subsequent hydro-seeding may be necessary for impacted areas that require additional stabilization. See attached table and drawings of the collected soil samples for buildings 17, 18, 19, 21, and 23. See attached lead and asbestos survey for buildings 18, 19, 21, and 23. There is lead paint present in all five buildings, which shall be disposed of properly depending upon laboratory analytical results. All presumed lead paint contaminated materials will need to be placed into hazardous materials (poly-lined) covered roll-off containers to ensure protection from weather. VA CWM HCS GEMS Program Manager Rob Michalik will coordinate with the Contractor for the collection of a representative sample (cross section) of the presumed lead contaminated waste material for laboratory analysis. The representative sample will be sent to an approved lab for Toxic Characteristic Leaching Procedure (TCLP) analysis and subsequent report. Disposal plan. Should the representative lab sample pass TCLP, the waste shall be transported to a waste transfer station that can maximize the diversion rate (via recycling). Weigh tickets and LEED reports for waste diversion rates shall be provided to VA CWM HCS GEMS Program Manager Rob Michalik within 7 days. Should the representative lab sample fail TCLP, Contractor shall coordinate with VA CWM HCS GEMS Program Manager Rob Michalik at 413-584-4040 x 2330 for appropriate characterization and profiling of the lead contaminated building debris hazardous waste stream. Transportation shall be coordinated via an approved licensed transporter. Any / all Uniform Hazardous Waste Manifest(s) shall be signed by the VA CWM HCS GEMS Program Manager as Generator. Subsequent disposal will be at an approved Treatment Storage Disposal Facility (TSDF) located within the United States. The Contractor must use all reasonable means to divert construction and demolition waste from landfills and incinerators and facilitate their salvage and recycle in accordance with VA Master Specification Section 01 74 19. All weight tickets and diversion rates shall be provided to VA CWM HCS GEMS subsequent to disposal for waste tracking Coordinate with VA CWM HCS GEMS coordinator Rob Michalik at 413-584-4040 x 2330 for the signing of the waste manifests. Ensure all waste is taken to a facility that can separate re-useable material and provide tickets to GEMS. The Contractor shall prevent contamination or re-contamination of the soil surrounding the buildings footprint during abatement activities. See attachment of Soil Protection During Lead Abatement. VA will have a VPIH on site during ACM abatement. All equipment necessary will be the duty of the contractor. Building 22 is an occupied building, therefore the contractor shall submit a Construction Noise Mitigation Plan for any work being done near building 22. Noisy work or any construction involving/affecting building 22 shall be done off hours or on weekends. Demolish and remove all utility lines shown to be removed on drawings. Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems, they shall be cut and capped at suitable places where shown. All such actions shall be coordinated with the COR or Utility Company involved. Install new feeder from existing transformer to building 22 prior to any demolition. Install new communication line to building 22 from building 20 prior to any demolition. Comply with the following federal, state and local laws, ordinances, criteria, rules and regulations regarding removing, handling, storing, transporting and disposing the fuel tanks associated with these buildings. Install silt fence and silt sock around entire perimeter of site prior to any demolition activities to eliminate erosion and runoff. This shall be maintained by the contractor. Contractor shall perform daily visual inspections of erosion controls and immediately correct any identified deficiencies. All Massachusetts Department of Environmental Protection permits and waivers are the responsibility of the contractor to include any non-traditional waivers if required. The VA Master Specifications shall be used for reference as VA Standards. These are available in electronic format from the VA Technical Information Library Work will be in accordance with applicable VHA, OSHA, EPA, and Mass DEP standards and regulations. All field work shall be scheduled at least 72 hours in advance with VA Facilities Management. All contractors must carry/have a badge with them on site at all times issued by the VA. The Contractor shall refill and grade all excavated areas with clean uncontaminated soil (conduct confirmatory sampling or provide certification indicating the soil is not contaminated) into each excavated area after demolition of building and apply hydro-seed in order to properly stabilize each excavated area. Contractor shall provide subsequent hydro-seeding in all areas that may not have been stabilized to prevent any erosion. It is the intent from this that at the end of construction the space will be leveled and returned to green space. The performance period for this work is 275 calendar days after receipt of order.
