Page 2 of 2 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract for the DESIGN-BUILD Improve Traffic Flow and Upgrade Physical Security Minor Construction project at the Fort Meade VA Campus, Black Hills VA Health Care System (BHVAHCS). PROJECT DESCRIPTION: The scope for this project is a to provide improvements to the campus s traffic flow, parking, and road conditions- including lighting and physical security features. Construction activities will include constructing a new bypass roadway, new parking lots, utilities, new sidewalks, and physical access controls. The project will increase safety for Veteran patients as well as employees. This medical campus will be operational during construction and all work will should be planned and executed to not have adverse impacts on daily operations. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 237310 with a size standard of $39.5 Million. The solicitation will be issued on or about December 20, 2019. The period of performance is approximately 198 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $1,000,000 and $2,000,000. All questions must be submitted in writing to the issuing office via email to jamahel.fayall@va.gov.
