Electro-Therapeutic Modalities for Pain Management (ETMPM) - Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program
The VA seeks multiple firm-fixed-price IDIQ contracts and delivery orders for FDA-cleared electro-therapeutic devices and accessories supporting non-opioid pain management, including TENS, interferential current therapy, short-wave diathermy, and portable neuromodulation for headache disorders, for Veterans across VA medical centers and community-based outpatient clinics. Awards will be made per CLIN/SLIN under a tiered evaluation prioritizing verified SDVOSBs, then VOSBs, then other small businesses, and finally large businesses if no small-business award is made. Evaluation will use Lowest Price Technically Acceptable for CLINs/SLINs X001–X004 and Best Value–Tradeoff for X005 and X005AA. The VA intends to finalize award decisions by January 19, 2027, and product samples must be shipped to the VA Denver Logistics Service in Golden, Colorado, with the contracting office also located in Golden, CO. Offerors must provide technical capability statements, OEM distributor letters for non-manufacturers, FDA clearances, past performance documentation, and completed solicitation attachments, all at the Offeror’s own expense.
