Please submit your company s capabilities statement and completed vendor responses electronically to Mr. Todd Asper at eric.asper@va.gov AND Ms. Andrea Torrano at andrea.torrano@va.gov no later than December 12, 2024 at 1630 Eastern Standard Time (EST) Title: Sources Sought Notice for Remote Thermal (Pedal) Monitoring Devices for In-Home Use Description: Veteran s Administration (VA) aims to gather industry feedback for care in diabetes treatment which includes the use of remote technology to diagnose and help treat diabetic foot ulcers (DFU) and the prevention of related complications such as major amputations. The objective is also to increase access to care for diabetic Veterans, who make up about a quarter of the Veteran population and ensure that treatment is efficient and effective. Remote temperature monitoring (RTM) is an early detection mechanism that monitors at-risk Veterans in their personal environment using a thermal imaging device to perform daily temperature measurement of their foot, which is the only proven practice for DFU prevention. This program will contribute to the complete standardization of guidelines and protocols in remote care for diabetic Veterans through the uniform management of connected device data. It will generate objective treatment data and promote evidence-based evaluation of the quality and effectiveness of care, especially concerning the reduction of diabetic limb amputations. Finally, patient use cases and feedback will be used to refine the product and the processes, effectively adapting it to the Veteran environment. Veterans will benefit from increased self-management and better access to effective diagnosis and treatment. Daily monitoring has the potential to reduce the burden of DFUs to Veterans, improve Veteran access to needed preventive care, and reduce costs incurred by the VHA treating diabetic foot complications. The thermal imaging device remotely monitors the temperature of your feet every day. The data is monitored by the contractor utilizing the VHA Clinical Standard Operating Procedures and notifies VA of identified clinical problems as an early warning system that enables VA providers then intervene early to prevent the ulcer from forming. The VA is looking for industry feedback for product information on devices that can produce these results. In-Home Device Information Request: What warranty comes with it? How is it packaged? Is it WiFi capable? If so, can it connect to home networks? Is there an application for cell phone use? It is Bluetooth compatible? What plugs is it compatible with (i.e. AC, DC, or both) What do the instructions for use consist of? What are the device specifications? Is the device FDA approved? Is it 508 compliance compatible? What is the disposition process for the device? (i.e. biohazard. E-recycle) Where is the device manufactured? (Origin?) What materials make up the device? Are there supply chain consideration issues surrounding any of the materials? How is data transferred from device to clinician? What is the User Interface design (UI) What are the security features for PII, IT security, and data protection? Does it require an operating system on a separate device? (i.e. cell phone, laptop, etc.) What NAICS code does the device fall under? In-Home Monitoring Services: How would a potential vendor report/transmit data to the clinical VA staff? What is included in the data being reported? Is there any training/education provided to the patient about device set-up and use? What is the customer service/support that would be provided? Hours of operation? How are transmissions encrypted and protected for IT security requirements, HIPPA, and PII?
