THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veteran Affairs (VA), National Acquisition Center (NAC), Commodities and Services Acquisition Service (CSAS), Golden, Colorado, intends to award a single sole source contract with Hi-Country Wire & Telephone LTD. DESCRIPTION/BACKGROUND CSAS intends to award a sole source contract with Hi-Country Wire & Telephone LTD for ShoreTel IP Voice Communications Systems support in Colorado. The contractor shall provide all the required integration services and will include additional site license and maintenance support for all requirements issued under the contract. NAICS 334290; Other Communications Equipment Manufacturing, size standard 800 employees. CSAS utilizes Hi-Country Wire & Telephone LTD proprietary technical and design information for the set up and programming of the Mitel (formerly ShoreTel) phone system. ShoreTel used Hi-Country Wire & Telephone LTD as a local service provider, this continued with the transition to Mitel. Switching service providers is not feasible or affordable given the proprietary technical information possessed by Hi-Country Wire & Telephone LTD. The statutory authority for conducting this procurement is under FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, is 41 U.S.C 3304(a)(1), the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. Any information received will be treated as market research information towards future similar requirements. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
